Changed pipes change jetting? 3 Years, 5 Months ago

I have a 2001 roadstar. I put Baron Nasty habits (no baffles) BAC, and a barons jet kit. The Bike ran like a scalded cat and I ran a fairly consistent 48 to 52 mpg. I recently changed to vance & hines shortshots staggerd. The bike now seems to be running rich. The plugs show a fairly good burn, but the pipes are black and sooty. My mpg has dropped to 32 to 40 mpg. Should I rejet or will tweeking the needle position solve this?
