Just my .02, but, I kinda thought the spring thing was to protect the fuel line from abrasion from all the other lines and wires it is vibrating against right near the carb. Most manufactures use some kind of protection around rubber fuel lines where they may come into abrasive contact with other components of the vehicle to prevent the line being worn through.
