First thing is make sure your choke knob is all the way pushed in. If you look at the knob and can't see a small 1/32 inch to 1/16 inch space behind the knob and the rubber behind it then you need to trim the back of your choke knob until you have space with it pushed completely in. Do a search for Musky's choke knob trim. The cable tends to streach and the choke never goes completely off. Try that first and see if it helps. Easy stuff first.
