Interesting, Doc.. about the surface tension, I mean. The easy way to check that would be to add a little soap in the water, to eliminate the water's surface tension... if you've got a carb laying around, and some time to play with it.

I wanted to use water 'cause gas is a bitch to work with if you're using the float bowl off/valve shutoff method. But I wanted to assure myself that it would not affect the reading.
Yes soap would decrease the surface tension but then you'd have a soapy mess to clean up. 
How about a cheap bottle of wiskey. 
Anyways, we have a customizing season rapidly approaching so maybe I'll have some time to play a bit more. You don't really need a carb to check for a substitutes; just a tube.

The following posts illustrate the various method of float measurements and the equivalent measurement for each method.
Doc, in looking at the photos with the float bowl removed, it appears that the bottom of the floats are terraced, having two levels, if you will.
It also appears that your measurements extend from the carb seam to the uppermost part of the LOWER terrace. Yes? If so, was there a reason why you didn't measure to the uppermost part of the HIGHER terrace?
This tidbit is important to note if we're going to use these illustrations for reference purposes.

It does not matter to where you take the measurement as long as it's consistent between people.
I'm sure you recognize that if I recommended 5 mm would be equivalent to the OEM method, you would need to know to where the reference point is.
I used that edge because it was distinct and easy to measure. I was also able to easily use calipers to verify the eyeball method (steel ruler).
