I still have the plug covering the PMS screw on my stock Mikuni 40 carb. What is the stock setting for the screw (how many turns out)? I am replacing soon with an HSR 42 but have been curious to this setting.

I doubt if Anybody knows that Moreland, when we pull out that plug, it's with the intention of adjusting the PMS.
Highly unlikely that anyone would count the turns to seat it, nor Remember what that setting once the
adjustment's been dialed in.  OR... Maybe that's just me?
The starting point after a rejet is supposed to be 2 turns out from a light seat.
Mine ended up being in the area of 2.5 turns.
Why would you even trifle with the stock carb anyway?
If you're going to a HSR, why bother?

For the 1600 it is 2.5 turns. The spec isn't listed for the 1700.

Then it's the same for the 1700. the way the supplement was made, only differences are shown, no difference then it goes by way of manual and not supplement manual.

When I drilled mine out it was seated...no turns out. Reset at 2 & 1/2 turns w/aftermarket pipes & is just right. Mine is a 1700.

That's usually an indication that the drill bit caught the screw and spun it in. Maybe not though, but they usually idle pretty bad with the PMS screwed all the way in.

For what it's worth the Clymer manual i have for my 2006 R* Silverado states on pg 5 of quick ref specs/data that the stock PMS screw setting is " 2.5 turns out ". (From lightly seated)
