Just bought a used 2003 Road Star 1600 Silverado, it has 3" hard krome pipes with a Kuryakyn twin velocity air cleaner. To start it runs fine in 1st and 2nd gear, at the top of 3rd starts sputtering, in 4th and 5th it will cruise fine, but if you get in the throttle to pass it starts spitting and sputtering, lay off the throttle and roll into it real slow and it will go. Also AIS has been removed and I would say where I live in South Florida is right at sea level if not a few feet below. I know absolutely nothing about carbs, but I have purchased a jet kit and PMS screw from Barons and a new gasket for the re build which a friend was gonna do for me, unfortunately, I am to impatient. So off to BMS for repairs tomorrow.

So next stop is Broward Motorsports who seems to be pretty well known for Road stars.

Now that I have said all that will the parts I bought work for where I live and my set-up?

And any input on what I should be running would be appreciated.

My friend has same air filter and similar pipes.

I just got him sorted with the following settings with the barons kit:

PMS: 2 3/4 turns out
Needle: 4th slot from blunt end
Main: 172.5

The above^^^^ should work, you could probably even get by with a 170 main with the 1600.

Like was said, need too know jets, but most likely just a little out of adjustment.

between what was said and getting the PMS adjusted, you should be close if the main jet you have in it is the one suggested.

Knowing dyno or mikuni jet will help, as most are mikuni jets smaller number is bigger than DJ.

With that air cleaner you most likely have the Kury jet kit in it. IMO use the Baron's kit and forget what is in it. The Baron's has more jet choices and uses Mikuni jet which are easy to find and more choices. The kit will have a 170 main use it and use a stock 35 pilot the 4th slot should do you fine but if that is too rich move it to 3 and put a second silver washer from the kit on the needle under the other silver washer. You will like the Baron's PMS too much easier to adjust than the OEM screw.
