About how much oil do you put in each fork with 10w

18.7 US oz

The level should be 4.33" from the top of the inner tube with the innner tube fully compressed and without the fork spring.

How do you check the fork oil level? Is this a major undertaking?

You need to measure they make a tool. You use a brake line or similar with a milk cap or similar hooked to a tube the to a turkey baster or syringe make sure connections are good measure brake line to 4.33" as Doc stated wrap tape there and move cap to tape. Collapsed no spring in fill and the use the contraption to level fluid. Read in the tech article and make sure the bike is off the ground to pull the caps, springs under pressure. I'm sure you know that just CMA and Yours.

So If I drain out all from the bottom I could just install new oil and put 18.7 OZ back in or doesn't all the oil drain Out?

That's one way of doing it but ..

.... when you try to tighten the bolt, the damper rod will probably turn and then you'll have to disassemble the fork to tighten it back up.

If it spins you can try a broom handle make sure it is clean you don't want dirt in there. A dowel would work to if that fails Doc said it all. A variation of 1/4 an inches is a totally different setup.
