The light blinks 8 times in a series. So I jumped out the float and that should of pegged the gauge, but did not. What can be wrong with it? Help me out here.
I tried my buddies gauge set and it did the same.

I'm pretty sure 8 blinks is the code for a sending unit problem

Buy I jumped out the wires going to the gauge and that should of at least moved the gauge to the full position but it did not do anything..

Your fuel gauge is disconnected. If not then you have a short in that system.

The service manual shows you how to check the resistance in the fuel sender.

With the plug from the sending unit plugged in or apart the results on the lights are the same. Could it be the sending unit? I also thought if you jumped the wires out you would get the fuel gauge to set to full position? Is that correct?

Yes

No. The sender has certain resistance. If the dash does not detect that resistance it thinks it's 'broken'.

Check the resistance of the sender to determine it that's the problem.
