Not to say it isn't the neck bearings, but I had the same thing straight out of the box when I got mine with 1 mile on her. Never got a definite answer as to why.

However, when I replaced my front tire, it was gone. No adjustments to the bike whatsoever, just the tire replacement. Straight and true since. No wobble at all.

Not trying to say that's your issue, just letting you know my experience with it.
