I've never heard of this before, but if it started when you went to the chrome pulley, I'll bet that is it. Maybe try wax from a candle on the belt. Maybe that will last longer.

Belts tend to chirp when their surfaces get smooth. I had one that would chirp under both accell and decel. If you want to see if this is the problem pick up some belt dressing from a Harley dealer. You spray it onto the contact surface of the belt and it will quiet it down for a little while. But its not permanent.
EDIT NOTE: Just read your post saying you already did the belt dressing. Sorry.
I ended up replacing that belt. The bike had (like you) a new rear pulley and I think that pulley ended up doing this. The replacement never squeaked, the belt tension was perfect, and it didn't start until after I put the pulley on.
I never had the problem again after replacing the belt.

I did rub some old snowboard wax on it, problem is the stuff doesn't really rub off very well. I thought about trying a belt dressing but A) its more expensive than soap and  will probably attract more dust than rubbing bar soap. I'll find something eventually! Thanks for the reply.

I bought a belt that is marketed under a different name now, but it cost around $175.00. I put it on myself - so no labor costs.

May not be the best idea, but you could make the surfaces of the belt and pully a bit less smooth with a scotch brite pad. Scuff up the chrome teeth and the belt just a little.

i got the same chromed pulley from same place with the same noize! noise is caused by new surface, will go away once you wear off the chrome. i had the same issue, takes a while. suggest you carry a mini can of wd-40 under the seat. much cheaper than a new belt.
slight misalignment can cause the sidewall of the belt to rub and make noize too.

Its true, its Holiday Inn soap.. smells awesome. I figured it had to do with the chrome and new belt. I'll try the scuffing idea, though the soap seems to work for the most part. Thanks for the replies, folks!

I had that same chirp ocationally on down shifting mostly when 2-up and determined it was the back side of the belt (fine ribs) contacting the guide rollers at the front pully. Those rollers are really close with stock pully and if the belt is a tad bit loose it will kind of want to climb the teeth a bit, contacting those rollers and the fine ribs on the back of the belt make that chirp sound. Make sure those rollers ar free and lubed up well and a slight tweak of the belt tension did the trick. What would be cool would be an auto belt tensioner like on our cars, but then again that would probably not work with the torque the drive belt is under, different application just running accessories on a car.
