COUGAR is correct on this one. I bought my Guzzi off the CHP in 75'. I asked the mechanics why they had the toe/heel shift. The cops used to wear knee high patent leather spit shine boots and kicking up would scuff them bad. Also, when in a high speed pursuit it's much more sure of a shift to slam down on it than kick up.
