Sounds to me that the dealer stiffed you the first time around regarding the svs. I've never run into the prob, but I'm not sure what you could see by taking the valve covers off.. He probably dumped some ring free in it, red lined it a few times and called it good.. OR.. your fuel line/filter may be partially blocked..Hang in there, Some of the pros here will be able to help you out.
