I think a good plan would be to find him, track him back to his flat, and deftly swap out his license plate for another. Then place it on a similar bike and speed past him several times a day for the next few days.

I wouldn't worry about him too much. He will be holding up traffic some day and somebody will handle the problem.

By the way I went to the CHP one day asked aobut people holding me up in traffic. they said if he was holding up traffic in the fat lane and doing the speed limit they would still ticket him for impeding the flow of traffic. BUT they would then ticket anyone that blew past over the speed limit.
I know which ticket I'll get.
