Good day guys I'm I assuming right that the arrow on the filter goes to the carb

The arrow is the direction of the fluid flow, so yes, the arrow goes to the carb.

interesting, I bought a plain ole' regular fuel filter and it didn't have any arrows. (I dont think it did anyway).

IF you happen to buy a filter with no arrows and IF you can see through the housing, always install it where the fuel has to filter from the outside of the paper to the inside. It works either way but installing it in reverse just means it will clog faster. (Less filter area)
