It might be a simple matter of letting her sit on a normal one and see if she can work the shifter. It might take just learning how to do it with a prostetic. I think the law might not be an issue, prostetics today aren't pegs and pretty far along nowadays. I guess the old adage where there is a will there is a way applys. I saw a guy at bikeweek one year riding a HD and he was parapalegic, granted he was in a sidecar but he was driving the bike. It might not as hard for her as you think to ride a stock bike.
