I would get the brakes in the rear working first. I understand what your saying about safety but I can tell you that 1 caliper will still give you excellent stopping. A lot of the bike manufactures started putting dual disks so that when you pull that front brake it would not pull to the side of the caliper. But again it's your choice I was just offering you up what I had.

Now as for the trike itself. Once you get the rear brakes working I would take it out on the road. You say you have hills? with you on it let it roll down a hill you don't need a lot of speed to test how that front end is going to feel. If you get a wobble in the trike which you will feel at slower speeds you will need to rake those trees and extend your forks.
