IL Gov. Pat Quinn is calling for a two minute timeout before a motorcycle rider or bicyclist can proceed through a stoplight that appears stuck on red…
The proposal, sponsored by Democratic Sen. Gary Forby of Benton in southern Illinois, would not have affected Chicago…

Vehicle Code Motorcyclist obedience to red light. Amends the Illinois Vehicle Code. Provides that in municipalities with fewer than 2,000,000 inhabitants, the driver of a motorcycle, facing any steady red signal which fails to change to a green signal within a reasonable period of time because of a signal malfunction or because the signal has failed to detect the arrival of the motorcycle due to the motorcycle's size or weight, has the right to proceed, after yielding the right of way to oncoming traffic facing a green signal, subject to the rules applicable after making a stop at a stop sign. Provides that a county, or a municipality with fewer than 2,000,000 inhabitants, including a home rule county or municipality, may not use an automated traffic law enforcement system to issue violations in instances where a motorcyclist enters an intersection against a red signal indication when the red signal fails to change to a green signal within a reasonable period of time because of a signal malfunction or because the signal has failed to detect the arrival of the motorcycle due to the motorcycle's size or weight. 625 ILCS 5/11-306

Kansa passed that not to long ago also. I still wait for a green if there is a cop around, or atleast for him to leave the intersection.

Lights in my town are so dysfunctional I run them all the time. I sit through one full cycle of lights and if I don't get a green I look around and then go. I'd love to get a ticket for it. Then I could prove how bad the lights are to a judge and get him to make the city do something about it.

I have never seen a bicyclist stop at a redlight or a stop sign before. They usually just check both ways and plow right through...

Yes they think they are exempt from following the road rules cause they peddle. Not only that they ride side by side on busy roads and block the cars.

Similar law in NC. But, I think it only applies to left-turn arrows. And, fortunately, all Red-Light and Speeding Scammeras have pretty much been eliminated.

SECTION 1. G.S. 20‑158 is amended by adding a new subsection to read:

"§ 20‑158. Vehicle control signs and signals.



(e) Defense. – It shall be a defense to a violation of sub-subdivision (b)(2)a. of this section if the operator of a motorcycle, as defined in G.S. 20‑4.01(27)d., shows all of the following:

(1) The operator brought the motorcycle to a complete stop at the intersection or stop bar where a steady red light was being emitted in the direction of the operator.

(2) The intersection is controlled by a vehicle actuated traffic signal using an inductive loop to activate the traffic signal.

(3) No other vehicle that was entitled to have the right-of-way under applicable law was sitting at, traveling through, or approaching the intersection.

(4) No pedestrians were attempting to cross at or near the intersection.

(5) The motorcycle operator who received the citation waited a minimum of three minutes at the intersection or stop bar where the steady red light was being emitted in the direction of the operator before entering the intersection."

SECTION 2. This act becomes effective December 1, 2007, and applies to offenses committed on or after that date.

In the General Assembly read three times and ratified this the 12th day of July, 2007

I have only done it at left arrows, good to know.

Wonder how you prove whether or not you waited 3 minutes?
