I boiled water and added dishsoap, then scrubbed it with a cotton wash cloth. Worked real well.

I use Protectall on my Bike, it is good for Paint, Chrome and Plastics. You can find it at Walmart in The Auto section, it is located in the RV Cleaners/Accessories, you have to look for it, It is in a Blue/White Bottle for $8.00. www.protectall.com

Thanks to everyone who offered up their suggestions. I ended up taking the advice from Big Bear on the el cheapo Turtle Wax Chrome product. It DID do a good job cleaning up the mess left on the bars from the previous owner and was well worth the $1.97 I parted with to buy it.
