Up here in BC, Canada we just had a new law instituted "Grants Law" that mandates all gas must be paid for BEFORE pumping or by using "Pay at the Pump". This is in response to an incident where some morons did a "gas 'n go" and the worker went after them. They ran him over, and dragged him for a number of blocks killing him in the process. Here's a link to the story.

As for helmets, as I usually pay at the pump so my helmet stays on. But if I have to head inside, I pull it off (wear a 3/4 w/full face visor) so not to "spook" anyone. I don't think we have any law stating one way or the other, just individual stations having policies to ask you to remove your helmet if coming inside.
