I have not had any luck or idea of how to clean them. The crud is dirt, and maybe some rust, and in Florida anyway probably some mildew from the humidity. I have found that the Clutch Cable I replaced about 2 years ago made by Barnett, has not changed. My throttle cables are almost black the first 6 inches or so and will probably get changed out for higher quality than the stock units. Looks pretty bad. It gets worse if you oil them so don't do that.

That's the plastic turning yellow. Mine have done the same. Like cruiserbob said I don't know of any way to clean them, most just change them out.

If it's the wire cable you can clean that part and regrease as long as it's not rusted. Believe I would just change it.

Years ago I saw a tip about cables and wiring turning from the sun. It said to keep them coated with sun screen. Whether it'll work or not I don't know - that's just what I read.
