How tight should the belt be? I had my tire taken off by a dealer and when the put it back on there seems to be some noise. The belt feels really tight. Wondering if that is how it should be? Or should there be a little play?

Should be able to twist the belt 45 degrees. Any more than that ots too loose. Any less too tight

If you grab the belt half way between the pullleys and twist, you should not exceed 45 degrees, as a good starting point.
You do not need to loosen the adjusting screws to remove the rear tire,So I doubt that a dealer would adjust the tension unless they saw it was loose.Call back and ask.
