It's a mis-print or he probably meant that it is on whenever the ign. is switched on..

The way I read it, he is just splicing into the hot lead to the headlight..

in the headlamp bucket ??? there are two hot leads on the headlight connector a yellow and a green...one is hot when on hi beam only and one is hot on low beam only...and of coarse the black ground wire..
there is hot lead that feeds the hi /low switch on the handle bar but its a red yellow wire...
for an always on setup....or the blue running light wires

Always "on" was an incorrect and misleading way to describe the state of the power source for the lights. In hindsight, what I should have said was that "if the key is in the "on" position there is power to the lights. My intent was to convey that they remain on regardless of whether the main headlight was on high or low beam. My apologies for that technical error.
Here's a picture of the blue/olive green wire that I tapped to get power for the lights. The red vampire tap connects the red wire to the passing lamps. The blue/olive green wire isn't directly off the plug or the headlight, but contained within the headlight housing. I'll send Gram a note to make these clarifications next time he does an edit.
I hope this clears up any misunderstanding about where the power comes from.

ok that wire is the hot wire feeding the two front blue running lights....not the head light...
ok..gotcha...pretty standard hook up...
there is a similar three way connector for the black ground wires to yer signal lights
