I've got a set of Leatherneck Jim's Warrior Chief bags mounted on a set of easy brackets. They're good quality, have held up well and you can't beat the customer service.

Go with the biggest bag you can find. They are never large enough.

Panniers in europe its usually panniers= hard bags, saddle bags are soft also called throw over's

I got a decent set of throw over from a rally stall cant remeber the make, zip together got carry handles, made of pvc ( looks like leather) with a plastic liner everything stays dry and cost £30 about $65, just ordered a cheap set of hard ( panniers) harley type as nobody does bagger style in the UK I might have it as my winter project to do a bagger but Ill see what they look like when offered up.

Those leather neck Jim's bags are looking good to me, however knowing what I know now, I would buy the one that holds the most stuff...
I have the stock Silverado bags and I think they are to small.

IM going to have to agree on this one get the biggest freakin bags you can find and still like. you can never have to much room. i cant barely get my chaps and jacket in one bag which is a problem when your riding two up...now what would be cool is if you could put the stratoliner bags on..those are huge and very hand...thats what my dad

has.http://www.motorcyclecruiser.com/roadtests/yamaha_star_stratoliner/index.html
