I first tried pulling baffles and tried without, but sounded terrible. So, tried wrapping sheet metal on half the baffles, and sounded better, but wanted more. Ended up wrapping sheet metal on whole screened part of baffle and tried without packing, but sounded a little tinny. I ended up putting packing back in, and sounds louder and deeper. I used three stainless clamps on each baffle, and then used RTV on all seams. When you crack open the throttle, people just gotta smile!! I didn't mind because I like loud.
