Don't quite understand your question.
Hyperchargers run mostly open butterflys when the bike is running and or rev
'd (hence vacuum present) and close when bike is off. I had a Kury
H/P on my 650 Vstar and thats how it worked. Found out from here you don't really need one on the R* AND it sticks out too far.
I would lube them to make sure they are not stuck. You may check and make sure when you put the cover on it is not crooked of pinching the butterflys.
