Needs to be as far back and as close to centerline as possible with lights on it. Oh and dont bend it either. Most officers of the law (the guys hiding and running radar ) dont want to see anything that looks "different", they dont know the law on plate placement any better than we do. Here in California the plate has to be 12" off the ground which most arent if you side mount.
