PMS question for the carb Gods 2 Years, 5 Months ago

Had a bad weekend last week, as i was on a Toys for Tots run and my bike started to run terrible, rendering my bike all but useless. I was able to nurse it back home and tore into things Sunday. Ends up my PMS thumbscrew fell out somehow. To make matters worse my tire went flat Monday. When I got the tire fixed the shop guy showed me what caused it. I'll be darned if it wasn't my PMS screw!!!!
So the new one came in today and I put it on, but noticed in the directions it said to "place the spring, o-ring and washer on new thumbscrew and install it on the carb. I have none of those things, and from what I recall when I originally put the thumbscrew on that they were not present then either.

My question is, how do I go about getting a spring, washer and o-ring, and what do these do? Is my thumbscrew not working properly if they are not there, and what ill effects. Any help would be appreciated.
