Man, that ain't right. My 99 R* doesnt even winch at the cold. I have been riding to work every day and even down in the 20's it purrs like a well massaged cat. I have more problems with the cold than the bike (Finger tips mostly). Anyway hope they get it worked out for you. I just changed out my plugs at 16,000 miles just because I purchased a set of NGK Irridiums and wanted to give them a try. I have a friend rider with a 99 R* with a lot of miles and hasen't changed his plugs yet. I think the plug thing is wayout of wack but I guess it depends on what's been done to the bike etc.
