Rainy Day, think I'll paint my headlight casing 1 Year, 2 Months ago  
black today and perhaps give some thought to painting the outside aluminum portion of the of the oem wheels black also

Let me know how the wheels turn out. I'm looking at painting my rear oem wheel black too. Curious on your prep & what paint you plan on using too.

BF....I simply use the Rustoleum Self Etching Primer, and Rustoleum Satin Black, easy to touch-up I tend to lean more towards (Utility) than (Purism)

Do you wet sand the area lightly w/ a fine grit paper to scuffle the surface?

On the smooth surfaces, yes, however, the aluminum or whatever it is the wheels are made of is already pitted enough to where I dont have to, in my opinion, so, I'll just clean it with mineral spirits, drink a little of it and then prime and paint
