It takes a balancing act. You screw the top in a "little" and if you get too much "slack", you screw the bottom out a "little"

At the Clutch Lever, loosen the round thin lock nut, turn the the adjuster CCW and it should engage quicker. You're backing the adjuster screw out and taking the "slack" out of the cable. Do it a little bit at a time. Once you have it were you want it, tighten the thin lock nut back up.
