Would they work on other hard bags as well?

Yes they will work. I used OEM mounts for my HD police bags. All you have to do is drill mounting holes in the bags to line up with the threaded holes on the mount and screw it down. But like Mort said the mounts in the pic you showed are not mounts for a R*.

I got them on my homemade bags Ya can make them fit anything If there a will there a way
