If your choke cable is dis-connected then there is no telling what position the choke is in, my 1600 won't start without some choke on..you need to get that working first and then see where your at, otherwise it will never run right ..

The cable doesn't hook to anything inside the carb. The end of the cable hooks to a small barrel shaped piece and the barrel slides into the carb. Can you take a pic of what you have and post it?
