If this was still the middle of winter I would send you my carb just to see if it made any difference. I still don't get the problem only being in a 500 RPM range.

Just for the hell of it why don't you try ruuning a hose from the petcock straight to the carb and see if anything happens. You won't be able to hammer it but your problem isn't in the higher RPMs anyway.
