As for as the paint scheme.... if it was wrecked before(hence the title) the person could have had it painted or bought the tins from another bike. At any rate, it should be looked at by someone who knows Road*s if you can't get over there to do it yourself. And it could be a real deal (maybe the Ex mayor is selling it and that would be a scam).
