I'm not sure I would call it a spring.
From memory there is a wire clip that holds the needle in place with a flat tab connected to the float that controls the needle height. As the fuel level in the bowl goes down the pressure from the fuel inlet raises the needle. As the fuel level in the bowl rises the tab on the float pushes the needle down.
What I think Scott is talking about is the tab on the float which the pump pressure could change the position of slightly.

I was afraid I lost something.
Would you or anyone else know where I can find what the float level should be on
a 1700 when bench testing it? The article in the tech Tips is for a bike mounted check
on a 1600 I believe.

Sorry I missed your post. There is a spring loaded pin on the end of the needle where the float tab contacts. You can push it in with your finger. Doesn't take much pressure at all. Don't worry it doesn't come apart or shouldn't.
