I doubt that you could substantiate the performance increase. If any it would be at low RPMs.

It goes on the spigot end of the manifold, between the manifold and carb. It is designed to spin the mix as it enters the manifold to help keep fuel mixed in better with the air. The idea is sound (spin does help keep fuel suspended) but the application is controversial. I am not aware of any study that supports its use.

I'm not a detractor here, just skeptical. If it works, great. But this would be more applicable to 99-03 R*s than later years.
