Wiggle the seat around while turning the key. Does the key actually turn to the left? I have bent my key trying to get it open before  If the key does turn all the way to the left then the seat should come loose. I grip my right hand palm over front fingers under the front of the seat pushing down then up while turning the key.
Keep at it you will get it.

sometimes I have to push down on the front of the seat while turning the key
I also hate it when I push the key and it locks the steering when trying to pop the seat

Make sure as Musky said the key is turned to the on position first...then it pops up then turn it back without pressing down..and work the seat...

if the switch is broken the next thing you should try is to get long nose pliers and pull the cable locaated under the seat... just becareful not to scratch anything and you have to pull hard or get a good grip... then fix it by lubing it also check the sring inside some time dirt gets in it and makes it hard.

I have mine all taken apart right now, and noticed something interesting at the seat latch, where the nose of the seat clips into the mechanism. I realized that the whole latch assembly is loose and "floating on its bolts. Not sure if that's the way way it's supposed to be from the factory, but I'll see how the release mechanism functions once I snug it up.
There's also the SMALL possibility that the actuator cable from the ignition/lock switch came loose or broke.
I'm only even looking at it in that much detail because I'm replacing that ignition/lock switch as we speak. (by the way, there are NO aftermarket parts to raplace it, and it runs $155.00 from Yami....ouch!!!
Good luck to you, and I'll let you know how MY repair goes. Once I get it up and running, I'm planning on the flip/drop modification as the next endeavor!!
