I wash my bike very little I use Fastwax to clean it up. I only wash it when it gets realy realy bad. I've never had a problem with it. Try reomoving the decompresion cover next time and watch it when you try and start it. You will be able to see if it is working or not. If not then you can trouble shoot from there if it does then it has got to be something else.

Sorry I know that isn't much help.
