Hi,
My 99 did that for about 8 years. Every time I started the bike, the left signal would start flashing. I eventually got around to changing the flasher unit and it never happened again.

There was a service letter regarding the flasher unit quite a few years ago, but I don't have a copy of it.

It doesn't hurt anything, so if you don't want to buy a new flasher you can live with it. It's just annoying having to cancel the signal every time you start up.
