Fork Lock via Ignition key stuck 3 Months, 1 Week ago

Since I've bought my bike, I've noticed that I cannot lock the steering with the key; when I turn the key to lock it, it goes about 1/4turn, but doesnt finish turning into the lock position, as the steering doesnt lock, and the key cannot be removed unless you turn it back to the off position...
How does the mechanism connected to the lock cylinder work, and has anyone had a similar problem that may point me in the right direction to troubleshoot? I bought a simple lock that goes in the welded on padlock mount that works, so if I don't get it working its not going to cause me to lose any sleep.

Are you pushing DOWN as you turn the key to engage the locking bolt? You gotta do that for it to work.

The fork also needs to be all the way to the side, otherwise the detent in the tree doesn't line up with the pin. Give the fork a little push/pull to the side.

yeah, all of the above was tried; when I took it in for the trans recall I showed it to the mechanic and he played with it in the parking lot, but couldnt get it to work either...he said usually a little grease does it, but it doesnt seem like its not locking because of lack of lubrication--its stopping firmly like whatever pin mechanism is there is not lining up at all...how much trouble is it to get to the pin in the tree?

It is stopping most likely because the fancy spacer/lock device has been dumped from the steering nut stack. I took mine out because I could not get the head bearings to stay put with it in there. Without it, the upper nut is down farther, which is what the upper clamp positions vertically on the stem by. This mis-aligns the pin with the upper clamp, so it can't travel.
I don't advocate dumping the device for everyone, but I ride hard, and our North Texas roads tend to Suck, so keeping the steering head well adjusted is a lot higher on the list of things to do than locking the steering. I'll put a pad lock on the loop if I'm that worried about security.
If you turn the forks full right, you can see if the pin is aligned in the upper clamp or not.
