i never installed my back rest onto my R* and after taking a quick look at it, it would be an easy fix to cut it off where the tube is welded to the solid mounts and change the angel there. i would think any small welding shop would do it for 20 to 40 bucks. probably would cost about the same to have it re-chromed...

another option would be to cut out a piece of ply-wood to the shape of the back side of the pad figure how thick you want it glue the layers of ply. together and bring it to a local upholstery shop and have it wrapped in some matching material and get some longer bolts...
