The book says 110 Ft Lbs but I just tighten mine up good using a 1/2 drive ratchet. Tighten it like you would a lug nut on a wheel. It won't go anywhere. For the belt tension, you check it down at the bottom half way between the front and rear pulleys. You should be able to twist the belt to a 45 degree angle when you get to a point you can't twist it anymore.
