How are you moving the belt by hand?

Well that sounds about right..there are a couple of nylon guide rollers inside the drive pulley cover that could be causing it... you can clean them up..Ive heard some folks remove them. I don't really know why they are there to be honest.

The rollers are supposed to hold the belt down on the pulley.

Grab the lower belt half way between the pullies and twist. If you can go about 45 degrees the tension is good. More is too loose. Less is too tight.

THANKS FOR INPUTS, FOUND THE PROBLEM, EVEN THOUGH YOUR MARKS ON SWING ARM ARE ALIGN PROPERLY, NOTICED MY BELT WAS WALIKNG ON INNER SIDE, RUBBING AT A CERTAIN POINT, HAD TO LOOSEN AN ADJUST THE WHEEL, SO THE BELT WOULDNT RUB ON REAR SPROCKET, I TIGHTENED RIGHT SIDE PAST THE MARK,AN SPUN THE TIRE AN PRESTO!!! BELT WAS CENTERED, EVEN GAPS ON REAR SPROCKET! NOISE GONE, SO KNOW ON CHECK DEFLECTION, AN MAKE SURE BELT IS IN MIIDLE OF SPROCKET!!! DRSMITH WARNING WILL!

On these bikes the belt tends to run towards the inside of the pulley. Not rubbing but towards the inside. Being centered is good if your rear wheel is straight. Measure from the swingarm pivot to the axel on both side and see if it's the same.
