The 2 bottom holes are for the lowers. The upper hole is for the lower postion of the windshield. I don't know of anyone that runs the lower shield position. Unless you are pretty short, you'll be taking the downblast in the face at speed. Crappy way to go down the road. I'm 6'2" and have to lean forward at high speeds to keep from getting it in the top of the noggin.

I have used chrome or nickel plated acorn nuts and stainless bolts to fill holes although I used the lower holes in my brackets for my turn signals Depends if you want something thats smooth or stands out
