Based on the info above I doubt that your rings are not seated. Compression test is done first to determine is there is a problem ..... low readings, imbalanced readings. If you added some oil between readings and the reading when up then I'd agree, your rings are bad but you said the readings did not improve. Leak down test is a refined compression test. You should get less than 10% leakage, 5% if the engine is in good form. I assume you checked the engine over and there is no other source of leakage? .... drain pug for example.
