It may very well be the 07 silver/blue combo. Mine has the same thing, rough spots, a few places where is looks like they painted over unpolished casting???

I believe that the roughness is just in the casting of the block and not so much the paint, but it does look half way shoddy.I wonder how much trouble it would be to sand it smooth and repaint?
