I think they send those things out just to get people to study, there was probably nothing wrong with the water back then, its just that they have some new drug now that they want to give people so they send things like that out to see if they have any takers...
Don't you guys know the aliens are putting chips in their heads?

I know it's easy to be jadded when dealing with the government but I would encourge anyone to whom this may apply to get involved.

I have been involved in a similar action in Canada for about 2 years now. I can't believe some of the stuff that took place on military bases in the 60s and 70s.

How funny is that... (peculier, not haha...) I got a letter that was similar to that but not the same subject matter just after the IRS "lost" those laptop computers...
That being said... (and the skeptic that I am about these "We don't have your address but we're sending you this anyway," letters...) I looked through all the Marine public releases and only found this information about water at camp Lejeune...
Um, and not to be too suspicious... but how would the IRS know if you were in the service in 1957... I mean, I'm just askin'.

I know nothing regarding the legitimacy of this letter. As StarCruiser pointed out, you should find out if this info it legit.
