They shouldn't be messing with windsheild for either the tire change or recall, but I have heard stranger for some dealers.

I can't see a way for the bracket to hit the tank unless the triple clamp lower is not in alignment or something was sitting behind the bracket and got wedged. The stop tabs on the bottom clamp are pretty beefy so you would have to do some hard turning to really snap/move those.

Or, and it is a guess, the shield was on it when you bought it? if so someone may have modified a bracket and windshield off another yamaha model to fit your bike. Just a thought.

To change the front tire they jack the bike up and remove the wheel, beside the wheel itself all they fiddle with is the brakes. The fender and everything above it should not be touched. Now with the bike off the ground the steering can be swung from side to side; and if something hits before the steering stops then damage can be done.
For the recall the bike should have been put on a lift and the engine removed from the frame, after being worked on for the recall the engine would be reinstalled in the frame. While on a lift the front wheel is clamped straight ahead and cannot be moved.

well after further review I found while sitting on the bike, and standing up and looking down over the forks the bracket on the left side that supports the "Road Star" windshield was slightly bent toward me which when turning the bars to the left all the way made it hit my tank. The front tender has slight scratches like previous owner had drove somewhat into a hedge or something and the bending of the braket could have occurred then.
I carefully used a towel and crowbar from HF and bent back the bracket without having to remove it. All is good now. If I am lucky this paticular tank bra that has a hole for the gas tank will on the left side also cover up the small crease nipple type dent.
Hey man really, thanks for feed back. I took her for a ride last night even cold as hell...and allot of the first dent on my bike blues went away!

I am glad you figured out your problem. If the dent isn't too bad, you can use a halogen light or the sun to heat up the area and then dry ice it and get a lot of it out. I used that when my tank imploded and left a small dent. It just about got it all out. It is barely noticeable now, also used that technique on a small dent in the back fender.
Maybe save some body work cost.

When I bought my 01 Road* it would hit also the Stop was broke off on the bottom of the neck had to remove the forks and bearing and weld new stop on.

Bangn, I am in the car bus and we use a guy that specializes in 'paintless dent removal'. I've seen them take out all kinds of small dents on cars. You'll never even know where it was.  I'm not saying they can fix every dent, they'd have to take a look at it, but, it's pretty impressive what I've seen them do. Definitly worth looking into.
Call a local auto dealer (one of the larger ones in your area) and ask for the used car manager. I'm sure he'll be able to put you in contact with someone in your area that does that kind of work, or just look online or in the yellow pages.
