It's called a sirometer and they use em in Formula one car racing. It measures an engine's RPM by vibration and it's very accurate. (Within 200 RPM) and it can't be tripped up by secondary shaft vibrations. You can even use it on your lawnmower.
But back on subject, it's another move towards states enforcing the noise law, This is to exhaust noise what Radar was/is to speeders. It starts in NH and if it passes there it won't be long other states jump on and next thing you know the aftermarket exhaust market changes and everyone will have to buy a stebel horn.
The Treysit Sirometer is MCN innovation of the month. They must not like loud pipes, and that thing has been around since 1950 so how much of an innovation is that anyways?
