Yes I'm going to chime in here and say that upping the fuse amps is a no no. You stand the chance of really screwing some thing up doing that.
The relay idea is sound, our bikes don't have a lot of spare juice running around, better than Honda's but still not a lot.
I'm sure two horns in series draws quite a load.
You'll be fine, just listen and tweak it in a tad...
